Security Officer

The Security Officer is part of the Operations Department reporting to the Shared Operations Manager.

 

Result areas

 

Security

  • Maintain all security documents and update them periodically and upon need.
  • Support the implementation of Lebanon's security and emergency plans and develop a security strategy.
  • Act as security focal point for all staff
  • Ensure daily updates about the security situation.
  • Conduct orientation for all new local staff
  • Handle the pre-welcome package upon any international staff visit, and conduct briefings upon arrival
  • Follow up on the staff's daily field visits alert and act upon any security updates or incidents.
  • Gather security and safety-related information follow up on recent developments, and Analyze and advise staff accordingly.
  • Manage the security incident reports and all related documentations
  • Represent WCH in all international NGO security networks.
  • Ensure that all safety rules and standards are respected and applied in the WCH office.
  • Advise the Country Director and Head of Operations on changes in SOPs, routines, and other procedures related to security.
  • Support and Advise the CD (Country Director) and Head of operations in preparing SOP/SMP (security management plan) and contingency planning, including context analysis (General Assessment and Specific Security Risk Assessment)
  • Assist in the management of security incidents and crises, provide timely and accurate incident reports and analysis, and support organizational lessons learned.
  • Monitor the overall staff movements and the tracking systems and provide regular info to staff on the safety of their movement, especially when moving to the field.
  • Conduct site assessments and advise on mitigation measures.
  • Assist in training on security procedures as required for program staff and partners.

 

Result: The security plan is implemented in such a manner that staff know all safety rules and standards are respected and applied in WCH offices.

 

Capacity building

 

  • Works with the partners in Lebanon to build security, contingency plans, and security procedures, upon project requests
  • Organizes security training for the partners upon request and WCH staff every year.

 

 

 

Fleet and Logistics Management

 

  • Arrange and coordinate detailed daily work plans for drivers and vehicles in coordination with the procurement and logistics officer.
  • Acknowledges and implements priority/duty tasking.
  • Follow up along the day on the movements of the fleet
  • Have 24/7 availability to coordinate any last-minute emergency travel of the staff.
  • Ensures regular liaison with the PM team to ensure safe and secure personnel movements.
  • Ensures that all cars are maintained and ready to be used on a daily basis.
  • Applies management & safety measures and procedures.
  • Ensures all drivers and staff are successfully and accurately filling out the mileage and fuel log books.
  • Continuously checks and updates data of the storage room.
  • Conduct Training and periodically orientation for drivers on Driving skills and security guidelines

 

Result: fleet management is arranged and coordinated in such a way that field visits are conducted, and security measures are applied at all times.

 

 

Knowledge and Experience

 

Relevant academic background

3 to 5 years of relevant experience in a similar position.

 

Skills and Competencies

 

Knowledge of program development, logistics, and administration.

Planning, analytical, and organizational capabilities.

Strong planning and organizing skills to handle many tasks with deadlines;
Fluent in English and Arabic.

Advanced computer skills.

Result-focused and cost-conscious.

Ability to work independently as well as cooperatively with team members;
