Title: TEAM LEADER – PlayMatters(1 Position)

Duty Station: Kyangwali

Start Date: As soon as possible

Salary Range: UGX Gross between (3,6,77,100–  5,660,726)

Reports to: Senior Project Coordinator

Contract Duration: 1 year with possible extension

 

JOB DESCRIPTION

Purpose

The Team Leader (TL) Coordinates the programmatic and operational implementation of the project ‘Can’t Wait To Learn (CWTL) and support coordination of the implementation of other project activities in the area/Region and Uganda as a whole.

The position involves planning and managing the implementation of project activities, monitoring of the progress and achievements of the project goals and objectives, managing the project team, networking with partners and stakeholders, representing WCH in the field and managing operations of the field office/locations.

Objective of the job;

  1. Responsible for the overall implementation of project activities at the field locations.
  2. Support in daily planning of project activities and monitor project progress
  3. Manage and guide the staff under his/her responsibility
  4. Liaise and work with partners and stakeholders
  5. Manage operations of the field office/locations
  6. Write project reports
  7. Cash management

Line management;

The TL will supervisor the Sr Project Officers (SPO), Project Officers (PO), Project Support Officer (PSO), Logistics & Admin Officer, Case Mgt Officers, IT/CWTL Officers, M&E Officer and Drivers or another role that may be at field level.

 

Position in organization and essential functional relations ;

The TL reports to the Project Coordinator and supervises PSO, Project Officer(s), Case Worker, M&E Officer and a Driver.

Essential functional relations include;

Project Manager, Program Manager, Admin Officer, Program Development Advisor Psycho Social Support & Education, M&E Manager, Finance and Operations teams.

Roles and Responsibilities

    Responsible for the implementation of project activities

    • Prepare and implement monthly activity plans and budgets.
    • Deploy facilitators rationally and supervise their work.
    • Coordinate with the partners for all PlayMatters activities.
    • Plan facilitators schedule for Learning through Play sessions in the community in consultations with other partners.
    • Organize Community leaders and Caregiver’s trainings as per project schedule.
    • Monthly reporting on the activity plan and budget, including actively providing feedback and suggestions to the line manager on deviations from the approved monthly activity plan.
      • Ensures that the project team communicates effectively with the Community Leaders, Caregivers, children and communities that are stakeholders in the project.
      • Ensures that the feedback provided by the Project Coordinator are discussed and incorporated in the implementation
      • Coordinate with the consortium partners and ensures that they understand WCH mandate.
      • Report any violation of organization code of conduct by staff and facilitators

        Assure accurate monitoring of the progress and achievements of the project goals and objectives

      • Supervise accurate and quality reporting of Learning Through Play data from the Community Leaders, caregivers and teachers.
      • Mentorship and Coaching, classroom observation and feedback to teachers.
      • Facilitate collection of qualitative data on the progress of Learning Through Play activities.
      • Monitor, keep track and report on activity implementation and progress towards output
      • Collaborate with the Project Coordinator to ensure high quality implementation of activities
      • Keep files of collected data and evidence of activities implemented.

      Manage and guide the staff under his/her responsibility

      • Work closely with the Project Coordinator on the capacity development of Play Coaches and Play Ambassadors.
      • Conducts performance appraisals of the his/her direct staff as per the WCH Performance & Development system
      • Actively monitors the work of Community Leaders and Caregivers at field level.
      • Coaches and motivates the team in the WCH mandate

      Representation

      • Represents WCH at local level i.e., government institutions, working groups and coordination meetings
      • Cooperates with and supports the consortium members in the implementation of the program.

      Manage operations of field office/locations

      • General office/location management and focal point for the project including all security matters;
      • Ensure adherence to security policies and procedures

       Cash management

      • Observes a maximum cash authorization limit of 500,000 UGX.
      • Monitor PlayMatters related finance transactions and report to the admin officer
      • Manage office assets at field location.
      • Monitors the assigned budget and makes sure that all administrative procedures are followed strictly and effectively with the support of operations staff

      Qualifications, Skills & Competences

      Knowledge and Experience

      • Degree in Education preferred or Diploma in Education and followed by a degree in either Community Development, Development studies, Social Sciences, Child Protection, Psychology.
      • At least 5 years of relevant field work experience
      • Experience as team leader focusing at least one of the following areas: Education, psychosocial support, mental health, child development.
      • Understanding of the context of the South West and West Nile Region of Uganda and refugee settlements.
      • Experience with managing teams and working in partnerships

         

      Skills and Competencies

      • Strong social and communication skills for team management as well as for liaising with external stakeholders;
      • Coaching and Mentorship skills.
      • Facilitation skills
      • Fluency in English, preferably able to speak in one of the local languages
      • Problem solving skills, able to deal independently with field work related issues
      • Result oriented
      • Strong computer and report writing skills
      • Driving license for driving a motorbike
