General objective of the job

 

The Child Protection Officer - HOH is responsible for the Competency building of the social workers on case management & child protection in line with international standards of case management & Child protection.

S/he acts according to the guiding principles of Child Protection case management including: child-centered approach, respect of confidentiality, prioritize according to safety concerns, ‘do not harm’,  ensure a non-discriminatory approach, act according to the best interest of the child, ensure accountability, respect professional boundaries and avoid conflict of interest; ensures child participation.

S/he ensures that protection principles are understood, maintained and enforced, including information management principles.

 

Position in the organization

 

The Child Protection Officer - HOH is part of the Program Department, reports to the project manager[AD1] [HAS2] .

S/he does not manage staff.

S/he collaborates closely with CP Coordinator, social workers, psychologists, child protection officers and PSS team.

 

 

Result areas

 

Case management capacity building

 

  • Supervise and monitor child protection cases and ensure that cases receive all the care and support needed in best interest of the child.
  • Ensure the use of SOPs, guidelines, referral and coordination mechanisms for case management are applied.
  • Coach case workers on implementation of case plans for all individual cases.
  • Conduct weekly case management meeting with CM team, providing technical advice on cases. Ensure that complex cases are followed up in the agreed timeframe.
  • Provide regular monitoring of all aspects of case management services.
  • Ensure staff gaps and competency needs do not result in gaps in support to individuals in case management, and address such issues with senior management.
  • Monitor timescales for response, services follow-up and review of cases, ensuring cases are receiving appropriate support.
  • Facilitate and attend case conferences for complex cases, ensuring case conferences are called involving relevant stakeholders.
  • Review staff caseloads to ensure they are manageable and share challenges with senior management.
  • Ensure access to material, logistical, and further technical support.
  • Monitor the documentation of cases through review of files and databases.
  • Ensure confidentiality and that data protection and information-sharing protocols are respected.

 

Result: WCH case management is developed, implemented, monitored and supervised in such a way that the cases are managed until closure within a set timeframe and work-plan according to quality standards.

 

Child protection technical support

 

  • Review, analyze and report on trends in the case management to inform child protection programming and management.
  • Support implementation of the Child Safety policy internally
  • Provide briefings on child safeguarding and appropriate behavior with children to all case management staff. Ensure any concerns are reported and addressed immediately.
  • Ensure integration of CPMS in case management and apply monitoring tools for quality aspects.
  • Participate in the case management task force (CMTF) and ensure representation of WCH case management.
  • Develop and maintain effective working relationships with relevant stakeholders including INGOs and local agencies, community leaders and service providers in areas of case management implementation.
  • Coach and build the competencies and capacity of local NGO on case management.
  • Participate when needed in the Child Protection Working Group.
  • Report any violation of the Child Safety policy to the Child Safety Focal Point.
  • Any other duties relating to the nature of the job as directed by the project manager.

 

Result: WCH case management is well coordinated within local mechanism and technical expertise is utilized to coach and train others.

 

Knowledge and Experience

 

Accredited social work degree or other social science degree;

Minimum 3 years of experience in case management in Lebanon within emergency response;

Good understanding of the local context and social welfare and legal system for child protection services in Lebanon;

Previous experience working with children/refuges/vulnerable populations;

Proven experience engaging with different target groups from all backgrounds (children, families, local and international organization, government, etc.);

 

Skills and Competencies

 

Ability to maintain confidentiality, respect, non-discrimination and safety of children at all times;

Ability to provide technical support, competency building and supervision of CP caseworkers;

Facilitation skills

Excellent interpersonal and problem-solving skills, creativity and flexibility;

Flexibility in working overtime when needed;

Computer literacy (Microsoft Word and Excel);

Strong communication skills;

Fluency in Arabic;

Strong English skills;

Cultural sensitivity;
