The Procurement Officer is primarily responsible for ensuring efficient and effective purchase of all goods and services for WCH program activities. The role will involve conducting proper procurement of items in accordance with WCH policies and procedures.
The Procurement Officer is based at the Kampala office with regular field visits.                                             


Objective of the job
  1. Ensures that WCH’s, procurement and assets are conducted effectively and efficiently in accordance with WCH Methodologies.


Essential functional relations
The Procurement Officer reports to the Logistics Coordinator.
Essential functional relations include Finance/Programs/HR and field teams.


Roles and responsibilities
1.Ensures that WCH’s, procurement and assets are conducted effectively and efficiently.
  • Responsible for local/international procurement of goods/services following WCH and donor procedures.
  • Ensures all procurement is initiated on time and complies with each donor requirements.
  • Makes monthly reports on what has been procured, pending and forecasted.
  • Responsible for bidding processes as per WCH guidelines and endure bidder/supplier is a member of the procurement committee.
  • Collects, analyzes, evaluates and gives objective recommendations of quotations.
  • Sources and liaises with suppliers to ensure effective and timely delivery of supplies.
  • Responsible for acquiring preferred suppliers, managing them and ensuring periodic review/renewal of relationships with supplier.
  • Ensures a proper administration and filling of procurement documents.
  • Proper recording of transport of goods using the way bill.
  • In collaboration with other departments, ensures stock controls are in place and effectively used.
  • Ensures proper distribution of items to the respective persons/field offices.
  • Responsible for keeping proper and updated assets register to WCH and donor requirements.
  • Ensure all assets are labeled are correctly marked and labeled before dispatch to end user.
  • Identify all faulty assets and propose disposal methods according to WCH and donor requirements.
  • Ensures an accurate and updated asset list that is shared with the different stakeholders weekly/monthly.




Qualifications/ Skills & Competence
Qualifications, Experiences & Skills  
  • Bachelors in Procurement and Logistics Management is preferred
  • At least 3 years of working experience procurement and asset mgt is required.
  • Fluent in English (spoken and written word)
  • Experience with iNGO and working with institutional donors is preferred.
  • Good communication skills, service oriented and a pro-active attitude
  • Logical thinking skills, multitasking and a practical, hands-on mentality
  • Result focused and persistent to reach goals
  • Good MS Excel skills is preferred.
  • Basic IT knowledge is preferred.
  • Planning and organization skills, efficient and conscious of time
  • Ability to work with a high degree of professionalism
  • Accurate, consistent and transparent
  • Team player.
