Your Challenge

As Director Shared Operations (DSO) you are responsible and accountable for leading, managing, monitoring and supporting all the operations departments of War Child. You are also responsible for developing the War Child operations strategy and leading all operational functions in War Child with a dotted line reporting via the Country Directors in Program and Donor Countries.

The DSO reports to the Managing Director and is part of the (International) Management Team. The Director manages the department managers: Finance, HR and ICT.

Responsibilities

 

· Lead the development and implementation of Operations strategy and annual plans in terms of Finance, HR, ICT, logistics and Travel.

· Contribute to the organisational plan and strategy development and implementation.

· Contribute to the development and implementation with internal policies and procedures and ensure the compliance

· Support our humanitarian (fast flex) operations.

· Ensure effective, efficient, continuously improved quality processes and systems, supported by state of the art ICT systems, ensuring agility of the group in the volatile and ever changing contexts of War Child Operations.

· Ensure a qualitative set up of the organization-wide shared operations support

· Set out the overall vision and principles in the areas of responsibility

· Coordinate relevant trainings, support and communications about relevant policies

· Leads the development (in collaboration with the other IMT members), the long-term strategic vision of the organisation

· Oversee the performance of tasks in the field of shared operations

· Ensure that all statutory requirements of the organization are met.

· Perform and oversee rationales, analyses and clarifications of all shared operations departments and reports progression for the purpose of various stakeholders such as CEO, supervisory board, etc

· Participate in project steering committees and provides advice based on input of the different shared operations departments.

· Provide global advice and support, including the development of tools for the different departments

· Responsible for the execution and monitoring of the Planning- and Control Cycle and the system of accounting & internal control by the finance department, across the entire organisation.

· Ensure the teams within the department, such as finance, HR and ICT, deliver according the overall planning and control principles, guidelines and procedures and monitors compliance and execution organization-wide.

· Prepare and manage the own departmental budget of all shared operations departments.

· Supervise the development and mapping of all the operation processes and procedures organization-wide and the identification of the risks therein.

· Steer project groups to accomplish a global workforce, ICT systems, policies and processes, etc.

· Verify if all countries adhere to the set of operational policies and procedures and reports to the CEO and board on status.

· Keep the stakeholders, the CEO and the Audit Committee of the Supervisory Board informed about main risks and incidents of fraud.

· Ensure proper quantitative and qualitative staffing within the different departments in order to achieve the determined objectives.

· Manage Shared operations managers by monitoring the quality, efficiency and quantity of the performance of work and guides, instructs, coaches or motivates staff depending on the situation.

· Build a work atmosphere of integrity and trust in combination with accountability

· Provide guidance, instructions, and coach and motivate staff in the team

· Ensure that HR policies and procedures are followed and adhered to the global organization

· Actively promote, encourage and invest in learning and development of people

· Detect (potential) problems and risks in work processes. Ensure that problems solved and unnecessary risks are avoided.

· Create an open, transparent and stimulating work environment.

· Promote a culture of mutual respect between all staff, partners, volunteers, etc.

· Provide safe room for failure in the context of learning and development on the job.

· Practice a participatory and inclusive leadership style. This includes actively engaging staff to participate in decision making.

 

Your Profile

 

· University degree in General Management, MBA, development studies or related fields.

· Experience in a Management Team position and knowledge of general management (particularly financial and human resources management).

· 10+ years of management experience in preferable in the international development sector and or humanitarian context.

· Knowledge of shared operations structures of (non-governmental) organizations.

· Fluent in English and preferably also some of the other War Child country languages (French, Spanish and/or Arabic)

· Excellent analytical and problem solving skills.

· Able to perform and liaise at board level, understand and meet the needs of supervisory board.

· Good social and communication skills, able to deal effectively in a variety of cultural and political contexts.

· Strong strategic and analytical skills for effective policy development and risk management.

· Result-based management: demonstrated capacity to plan and deliver results in a structured manner.

· Understanding of legal implications and risks, HR, ICT, procurement and logistics policies and procedures.

· Strong leadership skills: demonstrated capacity to take decisions regarding strategic, tactical, and operational and personnel matters.

 

 

Our offer

· Salary range from € 4.350,00 to € 6.337,00 gross per month, based on 40 hours week (the exact step determined by the years of your relevant working experience)

· 26 vacation days (based on 40 hours per week), plus 2 additional free days

Job location: Amsterdam, Netherlands

 

Contract: War Child Holland is looking for someone committed to invest at least 2-3 years in this position, starting with a 1 year contract with the intention to prolong.
