Your Challenge

The Programme Partnership and Grants (2PG) department contributes to War Child’s mission and ambitions set in the Global Strategy, by expanding War Child’s funding and partnership portfolio, providing expert knowledge and strengthening the capacity of the organisation in regards to programme partnerships, fundraising and donor relations, grant management and meeting or exceeding internal & external minimum standards. The 2PG department’s mandate focuses on three main pillars, namely: (1) Programme partnerships; (2) Donor relations and institutional fundraising and

(3) Quality Assurance.

As Team Leader Quality Assurance you thrive to ensure the organisation-wide adherence to meeting or exceeding internal and external grant management quality standards, donor guidelines and related compliance matters. Next to aiming to achieve operational excellence in quality assurance, you focus on capacity building in this area in War Child’s Home Office in Amsterdam and in our program countries.

Team Leader Quality Assurance is part of the Programme Partnership and Grants team and reports to the Manager of this department. In turn, you manage the Quality Assurance sub-team. Team Leader Quality Assurance collaborates closely with the 2PG team members, the Head Office Finance Department (in specific the Project Controllers, Regional Finance Advisor, Internal Auditor, Legal officer) and Country Management Teams.

Your responsibilities

· Leading the 2PG Quality Assurance sub-team

· Developing the necessary framework that allows for adherence to internal and external grant management quality standards and donor guidelines, including establishment of data quality assurance process for Rafiki (Salesforce)

· Monitoring of compliance towards internal and external standards and regulations;

· Strengthen the organisation capabilities in donor compliance, risk management and related internal and external compliance matters

· Lead the development and roll out of the Quality Assurance strategy.

· Contribute to the development and implementation of the 2PG overall strategy and plans.

Your Profile

· Academic background in International Law, Management, Development/International Studies or related fields

· Minimal 5 years of field experience in humanitarian or development work

· Minimal 5 years of work experience in the area of grant compliance with institutional donors with at minimum grant management experience in European Commission and one other large donor (USAID, DFID, SIDA, UNICEF)

· Experience in capacity strengthen and learning trajectories

· Demonstrated donor expertise (donor contracts and related regulations and procedures), at minimum the EU and one other large donor (USAID, DFID, SIDA, UNICEF)

· Knowledge and understanding of (institutional) donor networks as well as humanitarian aid or development work

· Excellent writing skills in English and preferable Dutch, French and/or Spanish

· Good relation building skills, diplomatic skills and strong in building and maintaining networks

· Excellent facilitation and organisational skills

· Ability to work under pressure and meet deadlines

· Cultural and organisational sensitivity and flexibility

· Result-oriented and determination

· Willing and able to travel to War Child programming areas

· EU citizen/resident, in possession of Dutch working permit.

Our offer

· Salary range from €3425 – €4519 gross per month, based on 40 hours per week (the exact step determined by the years of your relevant working experience)

· 28 vacation days on full time basis (consisting of 26 vacation days plus 2 additional fixed free days, based on 40 hours work week)
