General objective of the job


Ensures that supporting processes are running effectively and efficiently to enable programme staff and other stakeholders to carry out War Child Programming. The Operations Support Manager (OSM) sees to transparent and reliable processes and generates management information for the stakeholders. The OSM is a member of the Country Management Team.


Position in the organisation


The Operations Support Manager reports to the Country Director. The OSM manages security, logistics, ICT, procurement, risk and finance functions of the Country Operation. As above, OSM is a member of the Country Management Team. The OSM is also responsible for overseeing risk management on behalf of the CMT. The OSM leads the collaboration and coordination with the Program, Communications and HR functions. The OSM is responsible for coordination and collaboration with Operations staff at HO and in other countries.


Essential functional relations: Country Director, Senior Program Manager, HR Coordinator, PIM plus Operations staff at the Home Office.



Result Areas


  1. Security and Safety


  • Ensures that WCH Lebanon has good security and safety systems and procedures.
  • Ensures that all WCH Lebanon staff, and visitors know and respect WCH security and safety policies and procedures.
  • Prepares and updates regularly SOP/SMP (security management plan) and contingency planning, including context analysis (General Assessment and Specific Security Risk Assessment)
  • Manages the security incidents and crises, provide timely and accurate incident reports and analysis, and support organizational lessons learned
  • Support the CD and Management in establishing/ reinforcing relations with the representatives of the different stakeholders in terms of security management and mitigation measures
  • Conducts continuous security assessments and Risk Analysis of operating environment and through collecting information from relevant sources in the different areas of operation and from the base security offices located in other areas/offices
  • Advice the CD in providing security clearance to staff after or during crisis
  • Actively participating in Security coordination meetings with LHIF, UN, NGO’s, SSCL, government bodies, establishing a network of contacts
  • Provide regular security reports to CD and support the CD in its analysis of broader security related conditions.
  • Ensures that security briefings are provided to new staff and visitors to the CO or program locations.
  • Ensures that staff are Informed and updated staff on security developments and conditions.
  • Provide regular SITREP report, briefings and updates to Management, including tracking security incidents and developments
  • Explore all possible sources of information and establish network at all levels
  • Oversees competency building on security procedures as required for program staff
  • Ensures that all staff traveling outside Lebanon are briefed about the situations in the country of destination.



  1. Risk Management


  • Responsible for overseeing risk management on behalf of the CMT.
  • Identify and assess the potential risks that may hinder the reputation, security, safety, financial stability, programming quality and delivery of War Child Lebanon. This includes conducting regular, detailed risk assessments.
  • Identify and design processes, procedures and actions to avoid and/or mitigate any risks; lead and coordinate the implementation of these.



  1. Logistics and Procurement


  • Enhances systems and guidelines for the logistics department of the mission on: procurement procedures, store control; equipment, radio & vehicle use and maintenance, fuel tracking, etc.;
  • Reviews logistics manual and ensures logistics policy and guidelines are followed in all locations (as a delegated responsibility of the CD);
  • Responsible for procurement and management of supplies, vehicles, assets, etc. as a delegated responsibility of the CD;
  • The OSM reports relevant developments on logistics in the field to the support department at HO.



  1. Financial Management & Administration


  • Ensures that financial management in Lebanon adheres to WCH policies and guidelines
  • Oversees the establishment and maintenance of effective, efficient financial control (cash flows, budgets, payments, etc.) that meet or exceed WCH and international standards;
  • Ensures financial management policy and guidelines are followed in all locations;
  • Reviews budgets, monthly financial reports and financial parts of the 4M, 8M, &12M reports plus the Annual Plan and submits the final versions
  • Oversees money transfers and bank relations;
  • Advises the CD/CMT on finance / budget management;
  • Reports the relevant developments on finance administration in Lebanon to the Finance Department at HO.
  • Responsible for the preparation of grant proposal budgets and financial reports for donors.
  • Prepares financial reports to donors according to their guidelines/regulations and liaise with relevant donors’ focal points as needed;
  • Track contracts and payments from donors
  • Updates the BFUs and its forecast with the project coordinators and alerts the OSM and SPM on underspending/over spending or other deviations
  • Responsible for the end-of-year closing and audits, including those commissioned by donors.



  1. Information & Communication Technology


  • Ensure quality management and maintenance of IT and communications processes, services  and equipment including the introduction and functioning of global knowledge management processes, systems and procedures;
  • Advises the CD  on ICT;
  • Reports relevant developments on ICT in Lebanon to the support department at HO



  1. Capacity building staff & local partners


  • Oversees the building of operations-related skills and capacity of staff in collaboration with the HR team including needs assessment;
  • Participates in building skills and capacity of local partners in finance/logistics/security and safety/admin processes.



  1. Management of staff


  • Manages the finance, security and safety, logistics, ICT and operational support administrative staff at the country office and provides technical supervision to support staff in the different field locations;
  • Manages their staff by guiding, coaching, instructing and motivating;
  • Conducts appraisals, team development and discusses career perspectives with their staff and provides input for appraisals of the support staff of the field locations;
  • Prepares terms of references for staff in their department.



  1. Child protection concerns are raised and addressed according to international and internal standards


  • Reports any child protection concern identified within the organization at all levels to the Child Safety focal point, in full confidentiality and best interest of the child;
  • Consults with the designated Child Protection staff member on any child protection concerns; identified from program’s staff and field to inform program development;
  • Ensures all staff under supervision has read, understood and signed the Child Safety policy, the Code of conduct, the Integrity Policy and that staff adhere to these in their attitudes and behaviour;
  • Provides support to staff on identifying and reporting child protection concerns, both inside and outside the organization, in coordination with the designated CP staff member.
  • Ensures staff attend regular child protection sessions
  • Promotes a culture of openness and transparency among staff in discussing child protection concerns.






  • Minimum of 3- 5 years of experience in managing people;
  • Minimum of 3 - 5 years of experience in operations oversight with an (I)NGO in an international/ humanitarian context;
  • Minimum of 3 - 5 years of experience in security oversight with an (I)NGO in an international/ humanitarian context;
  • Minimum of 3 - 5 years of experience in financial oversight with an (I)NGO in an international/ humanitarian context;
  • Relevant academic background  - preferably an MBA or equivalent;
  • Experience working with institutional partners and donors




  • Strong analytical skills combined with risk management

  • Good communication and interpersonal skills, including the ability to communicate on sensitive issues;
  • Strong writing skills;
  • English fluency required. Knowledge of Arabic preferred;
  • Decision-making ability.
