 War Child Holland’s programme in Colombia

War Child Holland (WCH) has been working in Colombia since 2006 to improve children’s psychosocial well-being and strengthen their capacity to cope with the violence they experience. Together with parents and caregivers, teachers, and children themselves, we work to boost protection mechanisms and prevent the recruitment and use of children by armed groups. We also work with schools in the country to ensure that vulnerable children have a protective and safe learning environment. Psychosocial support, education and measures to boost children’s participation in local decision-making processes are frequently combined to ensure our interventions are as effective as possible.


As Operations Support Manager (OSM) you ensure that supporting processes are running effectively and efficiently to enable programme staff and other stakeholders to carry out War Child Programming. You manage security, human resources, logistics, and ICT, procurement, risk and finance functions of the Country Operation. The OSM sees to transparent and reliable processes and generates management information for the stakeholders.

The OSM reports to the Country Director. S/he is a member active of the Country Management Team (CMT). S/he leads the collaboration and coordination with the Programmes and Communications functions. S/he also coordinates and collaborates with operations staff in Amsterdam Home Office and in other countries.

This position is based in Bogota, Colombia with regular field travel.

Your challenge

Safety & security

As the OSM you ensure that WCH Colombia has updated security and safety systems and procedures and that all Colombia staff and visitors know and respect these. You prepare and update regularly SOP/SMP (security management plan) and contingency planning, including context analysis (General Assessment and Specific Security Risk Assessment) and provide regular security reports to CD and support in analysis of broader security related conditions. You actively participate in security coordination meetings with Local Security Network, government bodies, establishing a network of contacts.

Financial Management

As the OSM you advise and support the Country Director (CD) in maintaining efficient financial control (of cash flows, payment, etc.), accountability standards, procedures and records. You prepare the budgets, ensure financial management policy and guidelines are adhered to and generate financial management information for stakeholders (CD and HO). You review budgets, monthly financial reports and financial parts of the 4M, 8M, &12M reports plus the Annual Plan and submit the final versions. As an OSM you are rresponsible for the preparation of grant proposal budgets and financial reports for donors according to their guidelines/regulations and liaise with relevant donors’ focal points as needed. You are responsible for the end-of-year closing and audits.

Risk Management

You are responsible for overseeing risk management on behalf of the CMT. You identify and assess the potential risks that may hinder the reputation, security, safety, financial stability, programming quality and delivery of War Child Colombia. This includes conducting regular, detailed risk assessments. You identify and design processes, procedures and actions to avoid and/or mitigate any risks; lead and coordinate the implementation of these.

 Logistics & ICT

You oversee logistics and ICT; you review logistics manual and ensure logistics policy and guidelines are followed in all locations (as a delegated responsibility of the CD). You are responsible for procurement and management of supplies, assets, etc. You ensure quality management and maintenance of IT and communications processes, services and equipment including the introduction and functioning of global knowledge management processes, systems and procedures.

 Capacity building staff & local partners

As an OSM you indicate the training needs and build capacity of the support staff in the country office through (on-the-job) training and workshops. You also build capacity of local partners in finance/HR/admin/logistics processes.

 Human Resources Management

You ensures proper implementation of HR policies and guidelines as per WCH requirements and Colombia Labour Law. You ensures proper HR recruitment/administration is followed as per WCH guidelines and Country Law. You are responsible for developing all HR policies/tools for Colombia in collaboration with Country Director (CD) and Head Office (HO). You are responsible for HR planning at programme level with other CMT members. You reports relevant developments on HR and policies to the support department at HO in collaboration with CD. You are responsible for monthly review of staff timesheets and payroll. You ensures monthly reporting on HR matters to CD/MT.

 Staff Management

You manage the finance, security, logistics, human resources, ICT and operational support administrative staff at the country office and provides technical supervision to support staff in the different field locations by guiding, coaching, instructing and motivating them.

Your profile

  • Bachelor’s Degree in BA, Management or any other relevant field
  • Proven experience in logistics, procurement, IT, Administration and HR
  • A minimum of 5 years of relevant experience in a management position within an international (NGO) environment
  • Experience of working with automated accounting systems; Unit4 experience would be an asset
  • Experience working in complex security contexts
  • Required: fluency in Spanish and English (verbal and written)
